Yes, however ... Debian deprecated "net-tools" (e.g., ifconfig) in favor of "iproute" (ip addr) back in 2009. More and more distros are not installing "net-tools" in minimal installs. Both Fedora and Red Hat dropped it several years ago in their minimal installs.
