You already can not, as was demonstrated not all Linux distributions use the same uid/gid for these users. Question is: why should you rely on having these users provided by the LSB? They don't serve any purpose (at least not within LSB). If people need them in their environment there is nothing to stop them from (re)creating them with a consistent uid/gid that is consistent throughout their environment.
