I support the proposed change as modified by Chris's comment that the target should be to use Expert Review. In this way all IS-IS codepoint registries would be handled in a consistent manner and all would allow any class of RFC - including Experimental - to obtain a code point when appropriate.
In addition, I would like to put out a challenge to our wonderful team of WG chairs, AD, and even the IESG review process: Let's see if we can get this whole process done in three months: 1 month to adopt 1 month to last call 1 month to complete IESG review This is a non-controversial administrative change - I see no reason why this process need take longer than that. Tony - friendly suggestion to trigger momentum - update the draft based on Chris's suggestion and ask for WG adoption.
