You don't have to get a phone number from a local carrier (and submit to their restrictions). You could get one from https://jmp.chat/ instead (disclosure: I built and run it). JMP effectively provides anonymous phone numbers, since we don't ask for any PII, we let you signup for/use it over Tor, and we accept anonymous payment methods like Monero. A lot of people use JMP as a way to get an anonymous Signal account, for example. JMP is also fully free software, so you can run your own instance of it if you like.
