Yes!
It works now.
The lessons learned is: password complexity checking works for plaintext only; 
rootdn connection will ignore any passowrd restrictions

Also check_passowrd module logged messages in the log file. e.g.
Feb  8 14:46:32 bahldap2 slapd[24271]: check_password: Found upper character - 
quality raise 1
Feb  8 14:46:32 bahldap2 slapd[24271]: check_password: Found punctuation 
character - quality raise 2
Feb  8 14:46:32 bahldap2 slapd[24271]: check_password: Found lower character - 
quality raise 3
Feb  8 14:46:32 bahldap2 slapd[24271]: check_password: Found digit character - 
quality raise 4

I have openldap-2.4.21 installed in the latest Red Hat Linux VM. I was trying 
to make check_password function work by following the instruction at 
http://ltb-project.org/wiki/documentation/openldap-ppolicy-check-password. But 
can never make it. If gurus here are willing to help, I would provide detailed 
info.
