Tan,

Not only did I restart it, then stop and start it, but I then rebooted the machine!  
Since I can't see the request in tcpdump, I have to assume that the request just isn't 
making it out onto the network.  I'm 99.99% positive that it's not the DHCP server's 
fault.  I've even tried moving my DHCP server to another computer, still no go.

Either something is wrong with the card, or the driver.  Since I'm using the same 
machine right now (booted up to Win2K) the card's got to be fine.
