tftp has its own rpm package:

mherweg@martin:~ > rpm -qf /usr/sbin/in.tftpd
tftp-0.16-17

instead of reboot you can also type

rcnfsserver stop
rcdhcpd stop

rcnfsserver start
rcdhcpd start
