This error message means that you are trying transfer the lts kernel directly.  In PXE booting, this is not allowed. 
You must first download the network bootstrap program (nbp) or PXE loader BEFORE you download the actual kernel.
The PXE loader cannot be greater than 32K in size otherwise you'll get the error message mentioned earlier.
