Way back in the 80s, because of their need to translate many 
(technical) documents into lots of languages, the European Union 
used to heavily fund international research projects in order to 
develop algorithms for that purpose.

They gave up many years ago. The last project they funded in 
that area proved that it just can't be done, not even for 
technical documents. It's probably documented somewhere at 
http://europa.eu.int, but I didn't go and search for it.
