There are a lot of Pentium based single board computers out there in that price 
range with ethernet and video on board.  Should do well with out a fan given 
enough ventilation.

Using PC parts, that is the PCchips MB that is an all in one and Duron CPUs that 
could do it for about $125.  Probably use a big heat sink with a small fan and 
it would be pretty quite.
