That usually means that either the display manager (xdm, kdm, gdm) isn't running (or accepting connections) on the server or that the workstation is trying to make an XDMCP connection to the wrong maching. A few things you might want to check. 1. is the display manager running? try ps waux | grep xdm (or kdm, or gdm) depending on which display manager you are running. if not, simply run xdm as root and see if it starts. 2. does your display manager accept connections from your workstation? check /etc/X11/xdm/Xaccess and look for a line that looks like * any host can get a login window 3. is the SERVER set correctly in lts.conf?
