Most probably the dhcp server isn't running, since the template
dhcpd.conf supplied with ltsp doesn't work with the (newer) dhcp server
that comes with mandrake 8.2.
You should change the line

ddns-update-style        ad-hoc;

to

ddns-update-style        none;

(or

ddns-update-style   interim;

if you know what you are doing).

Ad-hoc is now deprecated and it doesn't work. See
man dhcpd.conf
