I have a bunch of HP Vectra 486/66XM's and they do boot off the network, but just not LTSP. I think they use some type of protocol from Novell or MS Lanman. To get the terminals to boot with LTSP, you need to be able to boot using BOOTP or something like that which it doesn't support. So, you have to keep on using the floppies.
