I spent some time on google and have X working now, so for the benefit of 
the list I will answer my own question.

Problem is that xdmcp was not running or not restarted to accept requests 
over the network after changing kdmrc. To fix the problem, I had to restart 
rcxdm:
         /usr/sbin/rcxdm restart

Now if I do "netstat -ap|grep xdmcp" I get:
         udp        0      0 *:xdmcp                 *:*

Now after running "sh /tmp/start_ws" the graphical KDM login appears :)
