*** That's because in run-level 3 you don't have a display manager
running (xdm/kdm/gdm). You need one of these running. That's what gives
you the login option to your clients. You can configure xdm/gdm/kdm *not*
to display the login screen on the server but only to the clients. In this
mode it runs as a daemon service without X.
