Thanks for your advice.

Yes,I made several changes to  /etc/dhcpd.conf  testing different 
settings.  After each change made I restarted dhcpd" with

# service dhcpd restart

to make sure it worked properly.   Unfortunately up to now I could not 
discover a solution.
