A couple of things are usually the culprits for this problem:

1.  Spamming Tree Algorithm on the switch will interfere with network
booting.

2.  If the switch setting is different from the client.  For example,
I've seen cases wherein the switch is set for 100MB/Full duplex and the
clients are set for autodetect and the clients fail to "see" to the
server.  I had to change both switch and client NIC to autodetect to get
a connection.
