Last time I checked a MS EULA, they had changed it to include 'display on
a screen' as a separate copy. So if you install and run MS office on a
terminal server box displayed to, say, three terminals, you still need
three licences. Even if you won't ever use all three terminals at the same
time, you still need three licences. :(

If you change to openoffice, the users won't have any choice. ;)
It depends who's in charge, you or the users.

As suggested before, a change from the current MS office to openoffice
isn't much different from a change from current MS office to new MS
office.
