I had the same problem few days ago .
check /usr/share/config/kdm/kdmrc
enable = true
port=177
should not be hashed
also
http://www.ltsp.org/contrib/gray_screen.html
check /etc/X11/xinit/Xaccess (in Redhat) there is surely a line commented
outlike
# * #any client can get a login
be sure that is uncommented
ps -aux|grep dm
results should be clear
