It's possible you may need to move the cached copies ltspadmin
downloaded out of the way and let it download them again.
mkdir /opt/ltsp4/pkg_cache_old
mv /opt/ltsp4/pkg_cache/* /opt/ltsp4/pkg_cache_old/
should do it.
