The bandwidth consumed by loading LTSP isn't that much compared to the
bandwidth used when LTSP is in use (and everything that happens on the
clients in reality takes place on the server). I would test how it works
before you work too hard on making it work with offline installation.

Consider using FreeNX with LTSP (search for it) if bandwidth is low.

If you want the clients to work without a net connection at all then the
answer is no, LTSP won't work in that scenario. You will have to find a
suitable distro (basically, try many until you find the one with the
best performance vs. features).
