We had discussed a rock repository in #lua in IRC, and some of the
conclusions we came to (that I'm more than happy to Champion) are:

* Anyone can upload anything (in the case of a dispute, as said earlier,
this can be discussed through an alternat channel like a mailing list)
* Additionally, users can "endorse" projects; different then "downloads" or
"likes", you cold endorse well-documented, well-tested and useful modules
* Endorsements may change search rankings eventually, so that the better
projects rise to the top for a given subject. (One could consider putting a
half-life on endorsements as a measure of "hotness" so that new, awesome
modules get a chance at the top.)
* If you wanted the overhead of a mod staff, perhaps they could also add
official endorsements to projects

That way, everyone has a shot, and you're rewarded for good documentation
and tests. Win for the module devs, for the site admins, and for the users.

Also, the closer we get to npm, in my opinion, the better ;)
