I think most of the requirements / wishlist are fulfilled looking at the
homebrew / github combination:

- Anyone can fork and make pull requests (for new rockspecs / changes).
  Accepting a (good) pull request is a one click action in github. All
(github) luarocks collaborators can accept the pull request. So no need to
clone Hisham ;)
- Reviewing stuff (like rockspecs) is also built-in feature of github
- Github provides free server space and is very reliable
- Accessing / Managing multiple repositories can be achieved through adding
remote repositories (git feature)
- Starring "linked" github projects may equal a "hotlist"
