the *source* is distributed quite legally.  a pdf copy (i've been told
such exist on the net) is illegal.

so we're within the law.  even dmca!  (in this instance, at least...)

Yes, that is why I am reading the *source* code.

I also found myself "TeX for the Impatient", on TUG (legally, I hope), and "TeX by Topic" (on CTAN, legally I hope, again), both in PDF form from those websites.

Weird as this might sound to someone, I value intellectual property.
