It's the dirt cheap WinTV Go with an FM tuner (though I also have an old
ISA one :) that goes for about $70 at CompUSA.
I haven't really gotten around to actually using it for anythign yet
though...too busy making firewalls :)

My WinTV card has an NTSC analog RCA input that the linux driver sees
as a separate input. I don't know if it actually modulates to RF then
digitizes, but I would hope not (why would it?).
