Then frankly, it is the fault of the administrator there, but the nice thing about SpamAssassin with conservative settings is that you probably wont be marked as spam if ONLY you are on an open relay blacklist, because it combines several other methods in determining a "spam score". Open Relay alone will only make your score perhaps 33% to the threshold point.
