not all do, but nearly everything could boot from a floppy or CD-ROM,
so you have that for a backup.
Doing it from grub/lilo from a minimal on-disk installation to a
USB device is a lot easier, and can be done on older hardware
pretty trivially.
use grub, not lilo.
