I think the idea is that some users need a more specific set of guidelines than things like "be respectful and considerate" -- they need to be told in more detail what is and is not considered respectful and considerate behaviour on IRC... (or, if we generalize, on Facebook or Twitter or Reddit, or whatever other media I have forgotten about!). I am fine with the IRC guidelines, but I do not use Facebook or Twitter at all, so I am not able to convert the IRC info to the "social media" world.
