I think your problem here is not the license, but the fact that SWFs are Flash and [Adobe drops support for Flash at the end of this year][1]. In anticipation of this, Facebook, Google, Microsoft, Mozilla, and Apple (and I'm sure many others) have announced they will drop support for Flash. All of the aforementioned have made plans to completely remove support at the end of the year. However, it's not surprising that others, especially those involved in open source projects, would drop working on it at first sign of the news. Indeed, this looks to be the case for Gnash. Not having a release since 2011 or a commit since 2017, Gnash project lead and creator Rob Savoye updated the repo around this time last year with an [announcement that it's not being maintained][2]. The way he talks about it, it seems to suggest that it's in a good final state to be used to play Flash files for "historical reasons." He seems to have [moved on][3] to other things, most notably alternative energy. Sounds a heck of a lot better than trying to maintain a player for a deprecated [format that will never be anything but proprietary according to Rob][4]. That said, if you depend upon some Flash content, I would get in touch of whomever is the author of said content and work to get them to translate it into something else, most reasonably HTML5. If, for some reason, that's not a possibility, I would simply provide what is essentially the final release of Gnash in a PPA. That will probably work until GTK2 gets dropped (which I'm confident will come eventually despite it's so-called "stability"), in which case you'll likely need to figure out how to port it to GTK3 or 4, which wont be trivial and you'd probably be better off with Qt.
