Yet again, another way to get more traffic traversing the exchange.

I remember Sunday's session on VoIP, and as Badru puts it, as long as money is 
not exchanging hands, ILEC's networks aren't being used to provide additional 
service over the VoIP network, it's not against the law.

I remember INOC-DBA/PCH was trying to start the same thing, albeit their 
solution was based on AS numbers and 7960 Cisco IP Phones. Software phones 
that can interact with Asterisk are available, supporting SIP, H.323, MGCP, 
e.t.c., with variable and flexible voice codecs.

If each ISP had some VoIP-based hotline available in their NOC, using the 
exchange as a medium, that would be a place to start.
