Well if your phone is HSCSD enabled such as most of the latest Nokias, you simply request for the service to be turned on your line and voila you have it. I have tested and verified it with 6310, 6310i,7210,7250,3650,6600 models of Nokia and others have used it on the SONY Ericsson phones as well.
Actually I use it along with Bluetooth on the laptop though you could connect the phone via a cable or infra-red and it works either way. Just that Bluetooth allows me to keep my phone in the pocket while I dialup. My miserable understanding of GSM tells me that it simply combines multiple 9.6kbps channels into one to give you those speeds. I can give you a demo to prove it if you are still in doubt. This was a common service in the Uk and other European countries before the advent of GPRS though some providers like Orange still have it.
