Chris, I believe the immediate would be round-robining. But that wouldn't be what we are looking for. I believe it's possible to build some techniques that can handle this at the DNS level, but since the Internet has no boundaries, aside from specifically having knowledge of all networks in a community, how do you tell DNS [and all the world's DNS servers] that X ISP's address space is in Beirut and not China? The guys at Akamai do some good stuff for Yahoo!, but it's more like load balancing than path choice. But, I believe there is a solution for it, no doubt. What I have seen on several websites with global presence, [automobile sites, e.t.c], access is divided across regions and/or countries.
