Have you investigated the Gentium font ? I understand its focus on extending the Latin character set to include glyphs such as ours that have arisen from the adaptation and extension of the Western Latin character set makes it more suitable for use with African character sets.
Once you have the character set standardized you can then allocate key codes and remap a keyboard to suit your particular requirements. The only problem with translation is you are never going to be able to stop once you've started. I look forward to the day when comments in stuff like Perl, the kernel, glibc etc have been translated.
