:-D Âyou are right they have failed to compete among themselves so they decided to attack the small ISP's .Anyway in the long run prices will fall with poor service.Besides they have the funds but still lack the force but the have really come with a bang!!
 But we all know the future the giants will win and customers will surffer don't you think they are worried too?I call it greed others call it Scramble for destruction sorry for Uganda ;-) I wonder why a Teleco should go for Data yet Voice is still just like 10M Ugandans who talk.Anyway they are right killing 2 birds with one stone they give you [data + voice = VoIP ] = Big money by the way compared to Voice only.
But who benefits the consumer or Telco ?

Enter the universities
Put broadband at the universities ( there are so many nowadays!)

And a broadband culture will be born.
