boot to single user mode with selinux=0 as a kernel parameter, 
then set the policy, 
'touch /.autorelabel' and reboot.
Let us know if that works.
Am assuming that you didn't set SELINUXTYPE=targetted in /etc/selinux/config?
Which version of SELinux are you running?
