Hi I would like to think there are enough competent adminstrators in Uganda. You can setup your own news server using INN. It comes as a port in FreeBSD or you can grab the source for BSD and Linux from the isc.org site. If you use Windows, Exchange has an NNTP server which you can install from the CD. You will have to talk to your ISP since your bandwidth limitations may come into play when many people want to pull news feeds from your server or your ISP can host the server for you.
