To the best of my knowledge, the project that Balidawa is working
on to design district websites lies under UCC and World Bank gives
the Money to UCC not the districts directly. So unless otherwise I
have reason to believe that the US$ 56m must have been given to UCC
and Kiboga was used as a case study for the launch and PR that the
donor needed.

yes, and US$ 56m to design district websites, phew!!!!!!!! why the hell do we need a donation for this?

we have 40 districts in UG.

initial costs:
(maximum values)

- cosultation and web-design: 3,000 $

Total = 3,000 x 40 = 120,000$

- hosting p.m 500 $
- say, some maintenance p.m 500 $

Total per month = 1,000
Total per anum for all districts
= 1,000 x 40 x 12 = 480,000 $

There could be, as an absolute maximum, about 1,000,000 US $ for a year in training, transport, accomodation, etc... as costs met by the "consultants" and "web-designers"

So, i see costs in Year 1 for all districts

as 480,000 + 120,000 + 1,000,000 = 1,600,000 US $

Now, someone tell me, are these figures not realistic?

If they are, is the other 54.4m US$ for "training" and "mobilisation" really!!!!!!!!

God bless Uganda and AND NO ANY OTHER PLACE :-) .

SEEMS WE ARE IN THE WRONG FIELD!!
