yes, and i believe that the largest part of the budget must be purchase of 4x4 cars to reach these grassroots, and I am very certain that these cars must be 2005 Toyota LandCruisers or Nissan patrols, with a purchace price of triple the usual amount. In fact, for 56 districts with 3 cars per district, at 100,000$ per car, gives 300,000 $ per district or 16.8 m $ for all the districts. still, thats way below the 56.0 m ;)
