I doubt it will happen so soon, but I am not sure if I wouldn't like that to happen.
For example thanks to ICANN (read the US Govt.), a country like China gets to have only 9 million public IPs while Stanford University has something like 17 million.
If things were controlled by the ITU, perhaps there would be more fairness.
