Quite interesting - so technically, existing PSP (Public Service Provider) license holders can provide VoIP services. However, there is no clear indication from UCC on interconnection with existing (voice) providers other than "negotiation". From experience, this vagueness may cause some problems; Telkom SA and local South African ISP's being a case in point. Mark.
