Dailin is kinda dead the best way to deliver what the client needs is to
dial in to any of the current providers with dialin facilities and then
create a VPN.  That way the client does not need to order 8 costly telco
lines and the equipement you are looking for.

This solution gives the client scalability and uses all the facilities that
the client has already.  The existence of a functional Internet exchange
point also mean that client does not need to bother which provider offers
dialin services provided that client has connectivity to the IXP.
