In short, it's practically impossible.  Skype was written by the 
same people who wrote Kazaa.. so blocking www access to their 
server won't help (they can register through proxies) etc. and 
it tends to be really good at getting round firewalls.

Having said that, there is a post on full disclosure about 
someone who managed to do that (well at least block 80% traffic)
