Even that that comes in is taxed... the forex market in .ug is quite 
liberal compared to that in the southern African states. Changing 
money at the Bureau de Change in .za can be upsetting, what with 
the (minimum) costs and all.

In .sz, there is a black market that will give you an extra Rand or 
two for your forex.

In the end, however, it keeps the US$ and other foreign currencies, 
well, foreign and unpopular, strengthening local currency against 
the backdrop of industry - there are some service providers in .ug 
that quote their prices in US$.
