True NGN != MPLS but MPLS is a foundation for NGN.
Right now we are seeing Uganda telcos doing:
- traditional TDM moved to MPLS,
- Telco MPLS cores with IP transport (SIGTRAN, etc)
- Metro Ethernet
- Softswitches
- SIP trunks to customers
- Hosted PABX (IAD + VoIP)
- DWDM - not too much
- FTTx / PON - should be coming up soon
- Undersea fiber - should be coming up soon

Where are we? We are on the way!!!!

At the end of the day, NGN is about evolution and I'm confident that we are
evolving.
But then again, there's a risk that we might get all the good stuff in and
still be the same - or even worse!!!
