I do not have the exact facts but I think the price might depend on
the cost of them (Seacom) linking the different landing points to the
rest of the world (or wherever their fibre stops) such as maintaining
the station & cable, security(?) etc.

Unless the difference in cost is not significant (i.e it costs them
nearly the same to link Mombasa to the rest of the world as it costs
them to link South Africa or any of the other participating countries)
or they can somehow make money with the same price despite those
differences, I would expect the price to be different.
