In a routed network, sending their traffic to a Null 
interface would do the trick.

Figure out how to achieve the same thing on your gateway 
router. 

If it's Linux/UNIX, use your firewall to block bidirectional 
traffic to/from that IP address.

If it's a regular router, block outbound access via an ACL, 
and inbound access through a blackhole route.
