there is a tool i used for this a few months back... pfsense... you can, if
you want, have firewall rules that will not block the user from the network,
but will allow him a given amount of bandwidth to use. For example, you
could assign this user an uplink of 12kbps and a downlink of 64kbps. This
will ensure that he will still work, and if he chooses to download, he will
choke his own usage and not the rest of the guys...
