Hi Thomas, Have you heard of the UIXP , the Uganda Internet Exchange Point ( http://www.uixp.co.ug/)?
I believe your ISP, Iway Africa is not on the IXP and that is why you have to "visit europe" and back (pun intended) while trying to access a file next door. P.
