Perhaps you are unaware that such a mechanism already exists namely the UIXP 
http://www.uixp.or.ug. Unfortunately due to the fact that Iway is satellite 
based so the minimum turn around for them is 600ms. But it would make sense if 
they connected their hub to the UIXP, but it will never be as fast as a 
terrestrial based ISP i.e. MTN, DATANET etc. My advise would be to move away 
from satellite based internet connectivity as your primary method of connecting 
to the Internet, maybe retain as a backup.

One of the biggest problems facing sat links vs fibre/land links is they 
usually are limited in the amount of data you can upload.

As always if you want to test this www.speedtest.net is your best bet.

Good Evening Guys. 
Hope by that greeting am have excluded ladies. 
I would ask whether there is a way we can have all our local ISPs (by this I 
mean even the ones who use satellite but supporting in Uganda) have a central 
convergence such that if am in need of a service from a server in Uganda hosted 
by a different ISP, I don't have to go the internet then back to Uganda. 
To me I think this would reduce alot of resources wasted in uploading and 
downloading files to servers in Uganda but with different ISPs. 
It has really hurt me today that I had to go through alot to access a file that 
is on a server hosted by UTL when am on iWay. 
Do you think this is a topic worth presenting to UCC!
