Perhaps you are unaware that such a mechanism already exists namely the UIXP http://www.uixp.or.ug. Unfortunately due to the fact that Iway is satellite based so the minimum turn around for them is 600ms. But it would make sense if they connected their hub to the UIXP, but it will never be as fast as a terrestrial based ISP i.e. MTN, DATANET etc. My advise would be to move away from satellite based internet connectivity as your primary method of connecting to the Internet, maybe retain as a backup.
One of the biggest problems facing sat links vs fibre/land links is they usually are limited in the amount of data you can upload.
