Now you get it:
o "dark fibre" means the fibre owner leases the physical
media to you, but have no hand in what equipment is
connected at either end to drive it.
o "lit fibre", well, is the opposite, i.e., the fibre owner
also operates a service across the fibre, and sells you a
fraction of its bandwidth (not the cores).
Either situation is "leased" in nature.
